Spicy Garlic Shrimp

Heat 1 tablespoon of the oil in a frying pan over high heat. Add cabbage moistened with 1 tablespoon water. Stir-fry for 30 seconds. Remove the cabbage from the pan and place on a serving platter. Heat the remaining oil in the pan over high heat. Place garlic and shrimp in the pan. Stir until the garlic is lightly browned and the shrimp turns pink. Add pepper flakes, onion, cilantro, soy sauce and remaining water to the pan. Stir-fry for 10 seconds. Pour the hot mixture onto the cabbage and serve.
